He was born in Baltimore, MD, and has lived and/or served in the US, Canada, the United Kingdom, South Africa, Ghana, Zimbabwe, Finland, Norway, Switzerland, Brazil, Chile, Jamaica, New Zealand, and Australia. He holds Master’s of Divinity and Master’s of Theology degrees from Princeton Theological Seminary, and a Doctor of Ministry degree from Candler School of Theology, Emory University.

His stateside appointments included Divisional Commander for the Georgia Division, and Chief Secretary for the Western Territory, which includes the Western states, Hawaii, the Marshall Islands, Guam, and Micronesia. Phil’s service with The Salvation Army culminated with the post of territorial commander for the Southern Territory USA, which includes Washington, D.C.
